Reduce scaling on fan setpoint by factor 2 #44

Fan speed channel has been reduced in gain by factor of 2 due to overvoltage issues with loaded vs unloaded fan. This makes the reading correctly Hz since there are 2 tacho pulses per revolution. The gain of the setpoint needs to be modified in software as this channel is unchanged. Could also consider switching displayed units to RPM

Update from Dave: setpoint doesn't need a change in scaling, Instead will just replace Hz with RPM as the displayed unit.
