Promote GitHub Discussions as public channel for questions? #2686

At the LFRic telco today, we talked about using GH discussions (https://github.com/stfc/PSyclone/discussions) as a more publicly-accessible place to ask questions.

So, are people happy if we promote this in the top-level README and in the docs?
