Make jinja2 a required dependency #2747

ATM, jinja 2 is only an optional dependency (used with extra dependency 'psydata' only). Given the usefulness (I hope) of ValueRangeCheck (which requires jinja), would it make sense to make this a required dependency with the release of 3.0 or 3.1 (same time #2690 goes on)?
