Split of module manager #2788

This PR contains the proposal of the new module manager and further minor changes in scripts, etc.

A quick comment from: please no style changes to anything related to kernel extraction. I have #2049 in progress, which refactors a lot of code (merging lfric and gocean functions into a common base class). These coding style changes will very likely cause a lot of unnecessary conflicts for me.

Can you please define "style"?
