Needed after https://github.com/stfc/PSyclone/pull/1096 is merged to PSyclone master

Since https://github.com/stfc/PSyclone/pull/1096 was merged this PR is now necessary to work with PSyclone master branch, this is ready for review @arporter

Unfortunately the CI is failing in the dependency setup with a 404 when getting some NVIDIA package. Please could you investigate @sergisiso?

@arporter PR ready again. Adding a "sudo apt update" to the GitHub actions fixes it. Probably there is some delay between when the package repository is updated to when the new GitHub Ubuntu images are created.
