setup repository for code #13

At the moment (commit 82cbf3942383bdd40e18692700d6ab43b276ad29) the whole content of the repository is just the default output of the AiiDA plugin cutter, intended to help developers get started with their AiiDA plugins. This will be used as a guideline to develop the plugin.
