Improve/increase use of rse_id by auditor #12

Auditor uses RSE name, not rse_id, in functions like consistency. At least one call to get_rse_id needs a VO adding. Full review needed as I've not looked at it in much detail and Andrew didn't do any work on this daemon.

Auditor is being refactored at the moment and it's currently single-VO anyway, so we should avoid making too many changes to it right now.
