RSE Expression parser - cache possibly erroneous #18

Ignored during tests at present.

Cache is refreshed every hour on the hour, so if there is a recent db change results can be wrong. Possibly something that's being worked on by other devs.

I believe this is the same issue as #28 (not realised at the time) so I'm closing it.
