Add documentation for multi-VO users - including how to log into a specific VO, etc.

A specific but important note: When setting throttler config for a particular RSE using rucio-admin, in single VO an RSE name is expected, but in multi VO an RSE ID is expected.

Plan for documentation is to have a general multi-VO page (within the main readthedocs) that covers the broad concept, with smaller modifications made for specific pages that need it (e.g. instructions for the rucio.cfg flags needed as part of setting up a server).

In addition to the main readthedocs information, have put together a couple of admin/user guides for the RAL instance specifically. Martin has said he's happy to link to these from the readthedocs as an example of a production instance's configuration. Had discussed hosting them with EGI.
