Make it impossible to delete the 'def' VO #27

To protect the super_root (and also to protect a single-VO setup). We can just hardcode this in.

Dependent on #17 adding a delete_vo function.

We're no longer implementing deletion of VOs, so this doesn't need to be implemented.
