Prevent super_root access through WebUI #69

Motivation

VO management should not be available at the webUI level - there is no Client implementation of VO management features. There is no need for super_root to access the webUI.

Modification

Prevent authentication to super_root through the webUI.

Discussed with Martin - decided no need to explicitly prevent this access.
