New policy files for generic multi_vo #75

Motivation

Dev instance currently uses ATLAS policy which is intended for single-VO. Avoid cluttering this and other policies with multi-VO schema things like VO names.

Modification

Set up new generic multi-VO permissions and schema templates, and get the multi-VO tests to use these.

Keep the VO schema in the ATLAS & generic policies for now.

api/rule - access_rule permission only fails if the VO doesn't match - so the message is ok, but change the name of the permission to reflect this
