Change DB to postgres for m-VO suite #87

Motivation

Came out of the last meeting with Martin, postgres is more widely used and so more appropriate for testing than SQLite (but we should be OK to keep using only one to test against. This should be done before #85 as the files that need to be added to the container will need to change.

Modification

Change the .cfgs, before_script.sh, .travis.yml. Also, it may be necessary to copy the "single-VO" config file at the start of the normal tests to ensure we can run those after a m-VO suite has been run (as currently I think we overwrite rucio.cfg.

This was merged as a PR in the main Rucio fork. Closing.
