Potiential bug at safetytrups on planets. #21

Hi Kiriru

i think i found a problem at the planets with thw soldiers. I have a lot of planets, but on the most the addition from research terraforming wont work. The value of possible soldier are raising after research. but i can fill mor soldiers to this planets.

After in pic to see: on planets list a purple A for full planet, but at rigth side the value off soldiers isn't full.

atm i have less time. but i try to track it down.

There are unit_5 and unit_6 on that planet. Those do not count as troops but they take "space" indeed.

i think something. Can we add the units tho the safety value? I think this is better so its clear to see.
