To Fix:
You simply go to Project Settings --> Service Connections --> New Service Connection
Create a Service connection called WVDServiceConnection (I gave it full access to ARM for testing)
The pipeline is not valid. Job Process_input_parameters: Step Process_inputer_parameters_task input azureSubscription references service connection WVDServiceConnection which could not be found. The service connection does not exist or has not been authorized for use.
