rules/iplant.py: look up parent file and use if exists

Look up PARENT_FILE and if exists, use that file instead of decompressing/compressing. Potential problems:

• Still takes time to check file hash. Skip checking hash?
• Takes up space in temp files, which defeats purpose of compression.
