What is entitlement? Is entitlement sufficient? #10

my suggestion is to discuss this point within the steering committee or first between the track-leads. In my opinion it is very crucial to understand what is meant by entitlement and how it works in this ecosystem and what does it trigger (from a admin/finance point of view)

Yes, and let's clarify what the difference is between entitlement and a license and why it is important (I have no idea TBH).

Let's give some background and context how we (@cliftonc, Albert Jagt and I) came to the word entitlement (which is not carved in stone ...)

Be aware ... Long read ahead ...

One of the goals of the new ecosystem is to enlarge the pie. So how can we arrange that more and even the right learning materials are used in our community. The current approach is quite static in the sense that the moment the Learning Matarial List (LML) is established between Marketplace and School the list stays the list and actually all the materials are paid for (or will be paid for). Resulting in that administration is leading before users can use the products.

The moment we want to make the possibility to enlarge the pie, we agreed that things need to become more flexible. Schools will select materials that they absolutely need, materials that they might need in certain situations, that are possible to use (kind of recommended in some situations) but school will not pay for it and leave it to the student/parent(s).

As in that situation not all things in an LML are paid upfront (or afterwards pending the contract), actually for some materials payments are guaranteed, some will be guaranteed on usage (whatever the definition is of usage between MP and LA), some need to first get an guaranty of payment from others (than school). The word purchase that we initially used for that – and where we internally said “there is not always a direct payment relation in such a purchase” happened to be quite confusing 😉 So at that moment we used actually the word ‘entitlement’ – somebody/someone gives the guarantee that payment is done/will be done the moment the material is used.

So @wvholland if I understand you correctly, there's no clear distinction between entitlement and license, but it does separate allowed usage from any commercial settlement activities.

@wvholland To make things clear. If user has entitlement but does not use the product. There will be no payment. In this case: Does the entitlement have validity period?

If this is the case there is a difference between entitlement (the right to a license) and a license (the real thing) @eliashassing154

Is reservation or claim a better description of the functional application for this terminology?

@MarcelUntied clear on the difference. I think it's still possible that entitlement but no usage will result in a payment, if this is in the commercial agreement. Same goes for the validity, you could have variations (12 months starting now, start and end date, 12 months from start usage).
