Sub-admins unable to remove users #67

Add option of promoting people to full admins so they can do user management 
-or- add the ability to remove members to those who are made sub-admins

This was thought of as a possibility however it was determined that to maintain 
the highest security against SPAIs and mischief makers, to not have this. The 
POS tracker doesn't have a backup system so if people accidentally delete or if 
a SPAI wants to screw things up right now there would be no way to tell and no 
way to restore. Perhaps in the far far away future once logging is in a much 
better state and the tracker has perhaps a backup feature.

Not a problem I have found a way to set it up for my clients that request it. 
And let them decide if it is worth the risk on a case by case basis.
