Don't forget to expose Elm.Syntax.DestructurePattern #166

This is just a reminder to expose Elm.Syntax.DestructurePattern before we release v8.

Currently, it is not possible to properly use it

[ ] Evaluate whether to put it in the same module as Elm.Syntax.Pattern, and/or how to remove the trailing _ (some namespacing scheme?)
[ ] Update documentation (if necessary)
[ ] Add elm-review rules from elm-review-common, as they would catch this error
[ ] Figure out whether to name it DestructuringPattern?
[ ] Add tests for the module
