Break Be API wrappers out into a separate repository #1

The Be API wappers included here seem like they would be very useful for those trying to port BeAPI applications off of Haiku to other platforms. Perhaps they could be moved to a separate repository and continued as a separate project?

It seems there are also a number of enhancements that could be made rather easily, e.g. https://github.com/stippi/WonderBrush-v3/commit/08a1165daf1b310050ad23d56f3b0b88f4cbda8c could call qFatal instead of crashing...

I will probably not work on this myself in the near future.

OK, I can take a stab at it. Where should the repository live? Under your account, HaikuArchives, ...?

If it were under my account, do I first need to create a repository for it? It would be even more fitting, if it lived on Ingo's account, since this part is all his work. But I think he doesn't have a GitHub account, or does he?
