The circled operator U+2299 CIRCLED DOT OPERATOR is smaller than all other circled operators in the range U+2295 to U+229D.

This issue is being reviewed as part of a comprehensive analysis of the STIX fonts and is expected to be fixed in version 2.0.0 which is currently in development.
