wiki: migrate Tracks document #1764

this google doc it covers all supported block track types, and the json object spec for each type

todo:

  1. remove vcf, add mds3 tk example to show how to create adhoc bcf track
  2. add bam tk
  3. move bedj documentation into this wiki page as a section
  4. update links of various tk-related app cards
  5. retire both google docs
