Move header from `app.js` and create publications button #1813

Description

Changes:

Moved the app header code into out of app.js into ./src/header/*
New Publications button in the header. Lists all publications in the app drawer citation list: ./cards/citations.json
Citations searchable in the omnisearch.

Test with: http://localhost:3000/
