Outline a Go-Live Strategy for development #22

Our development should follow this workflow:

development --> staging --> production

All new modules/features/code should be pushed upstream like that, while content/data should be pushed downstream.

These exist, and need to be "converged." There hasn't been a code push to production in quite some time. There hasn't been a downstream database export/import, either.

As of today, 2014-04-28 16:38, these have now been "converged." so that the codebase is the same across all the environments.
