This PR implements several fix and improvements:

Use of Jinja2 templating
Manage atlernative pins (_ALTx)
Manage pin remap (_ALTR)
Manage Dual Pad pins (_C/_ALTC)
Add HAL HCD module for USB
Generic variant generation
Use GitHub repository STM32_open_pin_data
