Add budgie-nvidia-switcher #23

I created an applet for the Budgie desktop that allows you to switch between Nvidia and Intel graphics easily. I'm not sure how this could be added to the respin (since it doesn't use Budgie) but if there are any budgie users they could benefit from this.

It can be probably ported to appindicator if you want to support more distro :)
