Repositories of 17.04 are not online anymore as support is ended. You can easily use 17.10.1 as it the supported one now. Is it possible to dist-upgrade 17.04 to 17.10 but i suggest you to install clean 17.10 if it is the first install! :)

I like the battery life of 17.04 compared to 17.10.1 i have tried them all 17.04 is most stable at the moment but repository problem is there any way round it? I did use the light dm desk enviroment as you stated instead of gnome.Only problem is the batterylife was holding me back.
You can change repositories as pointed here: https://www.google.it/amp/wimantis.ninja/fixing-ubuntu-17-04-apt-get-update-release-file-not-found/amp/
"The solution is pretty simple, just replace us.archive.ubuntu.com and security.ubuntu.com in /etc/apt/sources.list with old-releases.ubuntu.comand then you'll be able to finish updating.
BUT ! You won't receive further security updates and will still be vulnerable to Meltdown and Spectre !"
I didn't noticed change in battery consumption anyway. I'm on 17.10.1 with Unity.
It's not the suggested way to use 17.04 but the suggestion above should help :)

I copied too much, in our specific case the security measures specified there are in kernel (and we keep to update It manually), so if you keep using kernel builds suggested here you should be fine (at least against Spectre and Meltdown, other security measure require update system package so you are on your own until you update to a more recent Ubuntu version)
Mind the missing space in my post above, the URL is "old-releases.ubuntu.com" not "old-releases.ubuntu.comand", i'm on phone now and have limited editing features

I need feedback from experimental version (It should work fine but i have no feedback). I've used standard GNOME and replaced all' with lightdm and Unity as suggested on my daily setup
I did try the experimental one looked good had a few problems with battery draining faster than the last 17.10.1.
