Updates:

added rst build script & rst docs (generated from antsibull-docs sphinx-init --use-current --dest-dir temp-docs ocmplus.cm)
added github action to create PR when docs has updates (daily & manual) (example PR: https://github.com/hanqiuzh/ocmplus.cm/pull/4) Note: we cannot directly push commits to PRs as PRs from forked repo will only have read permission
