:sparkles: Create a central violations dashboard which shows violations by severity for each of the managed hub clusters

Summary

This patch adds a new dashboard that shows a summary of security alerts generated by Stackrox instances running on managed hubs.

This is how the dashboard looks like:

Note - Missing TLS verification implementation on the Central client side. Will be done
