[ ] come up with more aggregations
[ ] make use of population, its density, etc..
[ ] make use of turnout
[ ] merge categories into drop down list
[ ] improve current comparison method (euclidean distance) see comment below

calculate the power of votes per region:

number of people in a region
density of people in a region
votes in a region. votes vs eligible voters

not only calculate euclidean distance. also take each individual value in to account. to prevent for example [6, 6] = [3, 9]
