README - Guidelines on how/when to use the IDS SDK

It's confusing for someone new. Key points:

Don't need them if you're just building - this will fetch libraries and headers on-the-fly, but won't make them available in the runtime - licensing and you need more than these for the runtime anyway (need the daemon for camera discovery)
