I found this journal thanks to Google Scholar disappointingly indexing one of its 'papers'.
The website for this journal is ijesc dot org. It states the impact factor is 5.611, which is almost as high as IEEE Transactions on Signal Processing.
The publishers are stated to be Publishing Engineering and Academic Research Letters [PEARL] Media Publications Pvt Ltd, and the iSEER Society, which apparently has 0 online presence.
The website of the PEARL Media (pearlmediapublication dot com) is just a single page (besides the contact us) whose advertised features, content, and social media pages lead nowhere.
The first chief editor is stated to be a person without an academic title, who is part of the PEARL Media, but whose email is an at gmail account, which also goes for many of the people in the editorial board.
