Upgrade menu scroll is oddly fast when mouse is over current tower's status #24

The upgrade menu scrolls entirely too fast if the mouse wheel is used when the mouse is placed over the current tower's box/stats/image. This should be relatively the same speed as if the mouse was over an upgrade-to tower's stats/image/box below the available upgrades text.
