Worthwhile collating a dataset of legislator leanings toward the issue at hand. Dataset could be extended with data from past and future campaigns to build up an overall picture of their opinions.
Easiest to place in mongo at this stage - the data can be exported as JSON or BSON for distribution now or later.

issue_id (indexed) string-based enum; this campaign = "isp-data-retention"?
bias (indexed) where 0 < bias < 100, a percentage value for flexibility later. 0 is unequivocably in favour and 100 is completely against. What "in favour" and "against" mean I suppose should be defined and documented in terms of the campaign? For our current purposes we'd probably just use 50% for unknown, 0 for wants to implement and 100 for supports StopTheSpies.
details_short fixed-width text field (128 characters) for a short description of legislator opinion (intended for display in small areas of designs)
details blob text field for describing the reasons for their bias. This could include links, tweets or public statements. Reasonable length to be determined?
