As a user of web3.storage, I would like to pay for things I use on web3.storage on a per operation basis, using Filecoin #33

Goals

This is an exploratory design ticket.

The intent is to identify what steps would needed for two arguably seperate endeavors:

Moving from monthly billing to pay per operation
accepting payments from a FIlecoin wallet

Things to consider:

what operations are we currently tracking usage on?
what payment flows would we need to support to do payment up-front? (i.e. pay ahead for 1 million retrievals)
what chain scaling issues would we face (and potentially, do we need a solution like state channels)

Acceptance criteria

An approved RFC for the work that is needed to do this
A Set of ticket ready tasks for implementing this.

@hannahhoward I'd argue that we should separate these out and focus on prioritizing based on business/customer need. It's fine if a design for one thing also helps us solve a future problem, but it's really hard to rationalize how to prioritize a design for a clump of unrelated customer value.
