Blacklist inactive accounts for uploads on nft.storage

Restrict existing accounts who can upload

• We only want active accounts that have uploaded in the last 6 months to be able to continue to upload data
• If the account exists but not has not uploaded in 6 months, they must complete a form to be whitelisted (Elizabeth to provide error message and link to form).
• Elizabeth to be able to whitelist customers within 4 hours
• Elizabeth will additionally share a list of accounts that should be blacklisted: Any account who come back from the list clean as “do not send to this email” Any account whose email has hard or soft bounced
