Add utilities for piece hashes #18

Goals

So great news, state of piececid v2 in goland is a mess, so I ported everything from JS data-segment to go

Implementation

There are mild variations and I took the code in @aschmahmann 's unmerged PR but basically this gives us a PieceDigest and PieceLink analogous to the types in JS data-segment.
