Context:

As we are moving read operations to Cloudflare, w3name will be using Durable Objects to persist IPNS records.

Scope of this ticket:

Create w3name staging and production service on DAG house Cloudflare account
Write creating and reading DO logic for the various API endpoint

Acceptance criteria:

[ ] As a developer I can use the JS client; the service will create and read Durable Objects when publishing, resolving or updating an IPNS record
[ ] New tests will cover the required changes
