Add time synchronization requirement to prerequisites.

Per conversation with @domodwyer, please move this to 'Recommended'. Suggested wording (edit to taste): 'Clocks synchronised with NTP or similar. While our distributed consensus algorithms do not require accurately synchronised clocks, this does help us correlate logs across multiple nodes, and of course is recommended for good system hygiene'
