add back LIMITED support for Windows ARM CPU - evcore extbuild only

as discussed in #62

How to test:

• please remove any existing SQLite plugin version first
• cordova plugin add storesafe/cordova-sqlite-evcore-extbuild-free/compare#windows-arm-cpu-support

TODO:

• [ ] test with Windows build

IMPORTANT TASK NOW DEFERRED:

• need to update SQLite version as discussed in #63 - ideally should do this first!!

not expected to be an issue under normal plugin usage
