Update storj-up to v1.1.0

The uplink crate uses storj-up for the integration tests. The CI (Github actions) also uses it for running the integration tests.

It uses storj-up v1.0.0 because at the time that integrated there was the last version. The current latest storj-up version is 1.1.0.

Acceptance criteria:

• Bump storj-up to v1.1.0.
• Update the corresponding Makefile recipes and Github actions configuration to ensure that works properly with storj-up v1.1.0.
