all(ci): Run Github actions on root file changes #64

Run the Github actions for the crates when there are changes in the root files of the repository that may affect the build, checks, tests, etc. of the crates.

This will merge as part of PR #63 because it was needed to fire the CI with the changes that #63 fixes
