Separate tests in `pkg/auth: add spannerauth package` change #364

Goal

We need to separate tests from the implementation in https://review.dev.storj.io/c/storj/gateway-mt/+/10936. This way, it will be substantially easier to review it.

Acceptance Criteria

Tests are added as the next change in the relation chain
Cloud Spanner Emulator is used for unit tests
- it's wired up in Makefile/Jenkinsfile so that our CI also uses it
