Repair out of region - checker and worker changes

Repair Checker

We could change the repair checker to account for pieces that reside in specific countries and detract count those as not being healthy. For example, a segment might have 59 pieces but if 9 of those pieces reside in these county codes then repair should be triggered because the repair checker should only be seeing 50 pieces as healthy. This change would identify segments that have a high number of pieces in danger areas.

Repair worker

• The repair worker should not delete pieces from nodes that are in certain areas.
• It should only repair pieces for segments that fall under the repair threshold to nodes outside of the area. This might mean that we end up having more pieces than our original RS for a segment on the network. (if some of those pieces are in danger areas)
• The repair worker must repair the pieces to nodes that are NOT in the danger area.
