Implement ad-hoc export modules for logged-in users #37

My idea is that there would be a single page (accessible only for users with role reader and higher) with links to .php scripts providing ad-hoc structured exports. I have bunch of such script for various model calibration etc. but as it is those scripts can be run either on local copy of the DB on a machine with virtual php/mysql server (so it demands an advanced user to run them), or could be placed on the production server and be available for anybody who knows the address (possible data leak to unwanted persons). Would be nice to have the possibility to add some short description (abstract) of the scripts.

So after recent development of the runoffdb_miner python framework I'd suggest to implement those "export scripts" using the runoffdb_miner. The most used export templates are already prepared so only the execution by clicking a link on a dedicated page is needed. The template methods however accept some arguments (filtering by simulation date, simulator id, locality id etc.) and would be nice to have those available for these exports ...
