Change test data formats #190

[https://github.com/storm-fsv-cvut/smoderp2d/tree/master/tests/data](Test data) are in shp and in adf. What about changing them to gpkgs and tifs?

Raster data is already stored as GeoTIFF.

ArcGIS has issues with vector data stored in GPKG and having CRS 5514.
