The form and banner templates are overwritten on most (all?) uses of the cookie banner module in the wild. There is an opportunity to remove them from the source code drastically reducing the filesize of the module.
I think we'd need to provide a couple of alternatives if we were to remove it
sufficient clear documentation about the requirements of the form and banner templates
clear commented examples of both banner and form template functions
