docs(lib): add RFC for bootstrapping options from a manifest file #262

What?

Include an RFC for bootstrapping options and data values from a manifest file.

Why?

Each field plugin usually has a sort of different options allowed, and It's common, during development, to switch from one field plugin to another.

However, doing so will cause the Sandbox user to lose all the data/options he already defined and force him to initialize them again from scratch.

So, it would be nice to have a way of fetching this predefined data from a manifest file each time the user opens the Sandbox, giving them speed and consistency during their tests and development.

This PR opens a discussion on how we should proceed in dealing with this scenario.
