This PR updates the SPG to reference the latest protocol-core v1.2.1 release. It also resolves a few minor compatibilities introduced in the update.

Bumped package to protocol-core v1.2.1.
Bumped the Solidity compiler version to 0.8.26.
Removed MockEvenSplitGroupPool and MockIPGraph and now import them directly from protocol-core.
