如果是通过微信将文件从手机传到电脑上的，右键属性，看看“只读”是不是勾选上了，要是勾选上的话取消勾选再保存再试一下。

Edit again: I've logged in multiple Apple IDs of different regions on both of the devices, as many of the users in China do. Will that be the cause?

I've tried the latest version (v2.1.1) on macos / windows, iPhone 15 pro / ipad pro 2018, iOS 16.7.1 / 17.6.1, yielding the same results: the devices reboots, but not showing the setup screen. Feels it just rebooted normally. Here's the logs:

This does not work for me though. Even with the language/region set to en_us, it still rebooted normally without prompting for iCloud ID. I tried disable shutter sound and install trollstore; had no luck with both options.
